CALON's chartered, director-level professionals bring decades of contractor-side delivery experience to the client's side, before a contractor is ever appointed.
CALON is a senior, independent infrastructure advisory practice. We advise the organisations that commission infrastructure, never the contractors who build it. We sit on one side of the table only, the client side, and will not take work that places us in a delivery supply chain.
The practice is built around chartered, director-level professionals with decades of contractor-side delivery and framework-director experience across the public sector, energy, water and transport. That experience, of finding the weaknesses a contractor would exploit and knowing what it takes to build something efficiently, is now applied on the client's side of the table. Every engagement stops at the point a contractor is appointed. We never advise once a contract is in place.
Every engagement is agreed against a defined scope and outcome before any work begins, delivered through focused, document-led assurance, and closed out with a written report to a defined timetable.
Every engagement is led and signed off by a chartered, director-level practitioner who has delivered major capital programmes themselves, not a generalist reviewer.
Two decades in energy and water capital delivery, with board-level framework leadership, contract governance across NEC and JCT frameworks, and commercial accountability for major utility investment programmes.
Three decades in civil engineering and construction leadership across water, power, highways and flood defence, with full P&L accountability for major regional delivery portfolios.
Three decades in NEC and JCT contract administration and commercial management across highways, nuclear, rail and water infrastructure, including preparing documentation for formal adjudication.
Practitioner names are withheld during CALON's early stage, to respect practitioners' existing employment obligations. Credentials and sector experience can be verified during engagement where required.
The disciplines that distinguish CALON from a generalist consultancy.
We advise the body that owns the project. We do not sit in any contractor or consultant supply chain.
We assess and advise. We do not design, build, or take responsibility for execution.
Scope and price agreed in writing before any work begins. No surprises.
The boundary is the point. CALON never crosses from advising into delivering.
Representative areas of experience behind the practice, across regulated infrastructure. Clients and projects remain confidential.
Tender pack and contract review across local authority and public-sector capital programmes, before issue.
Tender gap analysis and buildability review across housing and regeneration capital schemes.
Buildability, contract and scope review across highways and rail infrastructure, ahead of procurement.
Contract and scope review across regulated water and energy network investment, before tender issue.
Buildability review on substations, cable routes, generation and associated civils, ahead of procurement.
Across every sector, our work stays on one side of the line: tender and contract review, design buildability, and value engineering, always before a contractor is appointed.
