The CALON Assurance Framework.

Every engagement is scored against the same structure: one of four defined lenses, five maturity levels, three possible decisions. It is what turns a review into a rating, and a rating into a defensible recommendation, applied consistently, project after project.

Four lenses.

Scope, commercial, buildability, cost efficiency. Each of the four services applies the one lens that matches its scope.

STEP 02

Five maturity levels.

Each lens is scored Absent to Robust. Level 3, the bold ring, is the minimum pass.

Each review is scored against its relevant lens on the same five-level scale, from Absent at the outer edge to Robust at the centre. The bold ring marks Level 3, the minimum pass for every lens.

CALON's engagement window sits entirely before the tender package goes to market, and before a contractor is appointed. Everything after, procurement, award, delivery, commissioning, closeout, is outside scope by design, not by omission.

The framework

Four lenses. Five levels. One matrix.

Each of the four services maps to a single, consistent lens, rated from Level 1 (Absent) to Level 5 (Robust). Level 3 is the pass threshold applied on every engagement.

Level 3 minimum applies whichever lens a review covers — below that, the finding is recorded as a gap, not smoothed over. A Level 1 score is reported as a hold recommendation.
